In most Western countries, celebrating an event is highly connected with the consumption of alcohol. Also, leisure time and alcohol use are obvious partners. So nobody is surprised that alcohol is the most used ‘drug’ in the setting nightlife. Though there is not much to celebrate if you look at the negative cost of alcohol use/abuse, which in Belgium is almost as high as the cost of illegal drugs and tobacco together. What are the options for local governments to reduce the risks? Focus on regulation, or prevention, or both? What are the legal limits? And what is the role for the alcohol industry or for other players in the nightlife scene?
